Political speech should be considered to be outside of the domain of "separation of church and state", even if conducted within government facilities in the capacity of a government official or agent. That being said, any speech that is conducted as an official act of law should be considered to be within the domain of "separation of church and state" unless all religions and similar cultures and philosophies are respected equally and under a limited scope of jurisdiction.
